Target of employee insurance subscription

  1. Overview

    Foreigners working at company member applicable workplace are to be applied to company member of health insurance however, foreigners and overseas Korean nationals working at the insured company are compulsory enrolled. it is possible to apply for exclusion in case of being secured with medical care corresponding to health insurance benefit in accordance with foreign regulation, insurance, contract with the user

  2. Suject

    Registered foreigner(having registered address in the country) to Immigration Office or person residing in a foreign country & having registered address in the country to Community Service Center, employee at the health insurance applicable workplace& user

    • Persons who work at the workplace where the employees become the employee insured
    • Persons employed or appointed as public officials, teachers or school staff members of private school
      • ※ A self-employed person employing a foreign worker must submit to the NHIS the report of the acquisition of the employee insured eligibility including a workplace and users (both employer and employee) voluntarily.
     
    The employee insured may be exempted from purchasing insurance from Jul. 31, 2007 under the following cases:
    • When a employee is eligible for medical guarantee equivalent to the medical care benefit based on foreign acts or foreign insurance
    • When a employee is eligible for medical guarantee equivalent to the medical care benefit based on a contract with the employer
    The arbitrary insurance subscription is available for a French worker. (Apply from Jun. 1, 2007.)
     
  3. Eligibility Management of foreign workers with E-9 VISA (non-professional employment)
    1. Foreign workers with E-9 VISA are those who are legally employed at the domestic workplace after obtaining a work permit. Since they are eligible for the employee insured regardless of their intention from Aug. 17, 2004, they must report on acquisition of eligibility.
    2. A self-employed person employing foreign workers with E-9 VISA must submit to the NHIS the report of the acquisition of the employee insured eligibility including a workplace and users (both employer and employee) voluntarily.
  4. Exclusion of health insurance application by overseas-based Koreans and foreigners…Apply from Jul. 31, 2007
    1. Applicable law : enforcement decree of the national health insurance act article 76 & enforcement regulation of the same law article 61
    2. Target: Among overseas Korean nationals and foreigners who are the employee insured, the persons described below may apply
      • When the insured is eligible for medical guarantee equivalent to the medical care benefit based on foreign acts or foreign insurance
      • When the insured is eligible for medical guarantee equivalent to the medical care benefit based on a contract with the employer
    3. Time of Loss of Eligibility: Time when loss of eligibility is requested; when submitting the “Employee Health Insurance Withdrawal Application” form within 14 days of the date when acquisition of eligibility was reported, the date of acquisition of eligibility becomes the date of loss of eligibility
    4. Application Form: “Employee Health Insurance Withdrawal Application” form and relevant documentary evidence
    5. Application Method : In case a foreigner and overseas Korean nationals are subject to the exempted application, the user shall submit reporting form of eligibility for the employee insured to NHIS with the attachment of following form of documents to the declaration of disqualification in a company member
      • Cases where medical security is received based upon the laws or insurances of a foreign country (attach a, b)
      • Documents verifying the receipt of medical security such as confirmation of the applicability of coverage under foreign laws or insurance contracts, etc. : 1 copy each (including document in Korean)
        ※All contents of the Insurance agreement may or may not be translated into Korean. The translated document may cover medical security based on insurance.
      • Documents recording the intent of the foreign national or overseas Korean to withdraw from the health insurance : 1copy each
      • Cases where medical security is received based upon a contract with the user, etc. (attach a, b, c)
      • One copy of the document that proves medical security such as employment contract (including document in Korean)
      • One copy of the document with detailed contents stating that the corresponding workplace has paid the medical expenses to its employee who is not necessarily an applicant (including document in Korean)
      • One copy of document prepared by an overseas-based Korean or a foreigner stating his/her reasons for canceling his/her insurance qualification

Target of regional health insurance subscription

  1. Overview
    1. Although the health insurance objective is limited to citizens residing within the country, foreigners or citizens residing overseas can also be insured based on National Health Insurace Act article 109 (exemption for foreigners)
    2. Detailed matters (see below) regarding a foreigner or an overseas Korean national’s self-employed health insurance are managed according to the official announcement of the Ministry of Health and Welfare.
      • Time of acquisition of eligibility as an insured person , Imposing and collecting contributions, and other eligibility management
  2. Subject … overseas Korean nationals and foreigners, entitled to become a self-employed insured, is not a employee insured or dependents, applicable to the following case
    1. A) People who have sojourn qualification based on rule annex 9 among those who have registered as foreigners based on immigration control act article 31
    2. B) A person who has reported on his/her place of residence in Korea under Article 6 of the Act on the Immigration and Legal Status of Overseas Koreans
    3. C) Overseas Korean nationals who registered the address in accordance with the citizen registration act, article no 6
